Zirkuläre Wertschöpfung für Altholz

Was ist bei einer Novellierung der Altholzverordnung zu berücksichtigen?

Die Altholzverordnung regelt die stoffliche und energetische Verwertung sowie die Beseitigung von Altholz. Sie definiert die Anforderungen an eine schadlose und möglichst hochwertige Verwertung. Die stoffliche Verwertung findet fast ausschließlich in der Holzwerkstoffindustrie statt. Weitere Verfahren wie die Gewinnung von Synthesegas zur chemischen Nutzung und die Herstellung von Aktivund Industriekohle (vgl. § 2 Satz 7 AltholzV), sind derzeit wenig relevant. Eine energetische Verwertung erfolgt überwiegend in Altholzkraftwerken. Seit Inkrafttreten der Altholzverordnung im Jahr 2002 haben sich Veränderungen ergeben, die rechtliche Rahmenbedingungen und die Aufbereitungstechnik ebenso betreffen, wie die Qualitätsüberprüfung. Daher wurden die Regelungen der bestehenden Altholzverordnung im Rahmen des UBA-Projektes „Evaluierung der Altholzverordnung im Hinblick auf eine notwendige Novellierung“ (FKZ: 3717 35 340 0) überprüft und praxisnahe Anpassungsvorschläge unter Einbeziehung von Praxisvertreterinnen und -vertretern aus allen Bereichen der Holzbe- und -verarbeitung sowie der Altholzentsorgung erarbeitet. Einige relevante Ergebnisse des Projektes, mit denen eine zirkuläre Wertschöpfung für den Stoffstrom Altholz deutlicher umgesetzt werden könnte, werden im vorliegenden Beitrag zusammenfassend dargestellt.

The Waste Wood Ordinance regulates the recycling and energy recovery as well as the disposal of waste wood. It defines the requirements for harmless recycling of the highest possible quality. Material recycling takes place almost exclusively in the wood-based materials industry. Other processes, such as the extraction of synthesis gas for further chemical use and the production of activated and industrial carbon (cf. § 2 sentence 7 of the Waste Wood Ordinance), are currently of little relevance. Energy recovery mainly takes place in waste wood power plants. Since the Waste Wood Ordinance came into force in 2002, changes have occurred that affect the legal framework and the processing technology as well as the quality control. Therefore, the regulations of the existing Waste Wood Ordinance were reviewed within the framework of the UBA project „Evaluation of the Waste Wood Ordinance with regard to a necessary amendment“ (FKZ: 3717 35 340 0) and practical adaptation proposals were developed with the involvement of praxis representatives from all areas of wood processing and waste wood disposal. Some relevant results of the project, with which circular value chain for the material flow of waste wood could be implemented more clearly, are summarised in this article.
