Rohstoffwende Deutschland 2049 – Auf dem Weg zu einer nachhaltigen Rohstoffwirtschaft
Die stetig steigende Nachfrage nach Rohstoffen stellt die Wirtschaft künftig vor immense Herausforderungen: Wachsende Verkehrsinfrastruktur, stetige Erweiterung der Bausubstanz, steigender Konsum – aber auch die Energiewende sind nur beispielhafte Treiber. Nicht nur deutschlandweit ist der Rohstoffbedarf hoch und im globalen Maßstab steigt der Bedarf nach Rohstoffen wie Bau- und Industriematerialien sowie Metallen. Vor diesem Hintergrund hat das Öko-Institut im Eigenprojekt „Deutschland 2049 – Auf dem Weg zu einer nachhaltigen Rohstoffwirtschaft“ eine umfassende Strategie für eine langfristige nachhaltige Rohstoffwirtschaft für Deutschland entwickelt. Der Grundgedanke: Eine nachhaltige Rohstoffstrategie muss die sichere Versorgung mit Rohstoffen ebenso im Blick behalten wie auch umweltgerechte und sozialverantwortliche Bedingungen, unter denen der Rohstoffbedarf für Deutschland gedeckt werden kann. Mit Hilfe von Szenarien – dem Rohstoffwende- Szenario versus dem Business-As-Usual-Szenario – werden rohstoffspezifische negative soziale, ökologische und ökonomische Auswirkungen des deutschen Rohstoffbedarfs untersucht. Für den Weg hin zu einer nachhaltigen Rohstoffwirtschaft hat das Projektteam eine Agenda zur Rohstoffwende erarbeitet und dabei konkrete rohstoffspezifische Ziele, Maßnahmen und Instrumente formuliert.
The expansion of renewable energy, rising consumption, and new infrastructure: the global demand for raw materials such as building and industrial materials and metals is not only high throughout Germany but is increasing on a global scale, owing to the growth of emerging economies and developing countries. Devising an overall strategy for this is the aim of the research project „Germany 2049 – Transition to a sustainable use of raw materials“, self-funded by the Oeko-Institut. The fundamental concept is that a sustainable raw material strategy must focus equally on a secure supply of raw material and on the environmentally and socially responsible conditions under which Germany’s raw material needs can be met. Scenarios are employed – a scenario based on a transition to sustainable resources versus a „business as usual“ scenario – to examine raw material-specific negative social, environmental and economic impacts of German raw material requirements as well as to formulate concrete raw material-specific targets, measures and instruments for the transition to sustainable raw material management.
