Kreislaufwirtschaft nach dem Koalitionsvertrag

Die Fortentwicklung der Kreislaufwirtschaft ist ein entscheidender Bestandteil des Klimaschutzes. Die Primärrohstoffwirtschaft soll in größtmöglichem Maße zur Sekundärrohstoffwirtschaft werden, um so den Ressourcenverbrauch und den damit verbundenen CO2-Ausstoß zu verringern. Auf EU-Ebene sollen einheitliche Produktstandards vorangebracht werden, um so die Produkte länger im Wirtschaftskreislauf zu halten. Sowohl die Abfallvermeidung als auch das Recycling sollen gestärkt werden: Erstere durch vermehrte Mehrweg-, Rücknahme- und Pfandsysteme sowie Branchenvereinbarungen, Letzteres mittels weiterer geschlossener Stoffkreisläufe sowie die Belohnung von recyclingfreundlichem Verpackungsdesign und Recyklateinsatz. Das Abfallende soll rascher eintreten, um das Inverkehrbringen qualitätsgesicherter Produkte zu fördern. Damit sind wichtige Aspekte benannt, welche die Kreislaufwirtschaft effektuieren. Allerdings muss diese viel tiefer ansetzen. Überdies wird Klimaschutz in dem angestrebten Ausmaß ohne die grundlegende Veränderung von Verhaltensweisen wie Produktverbrauch, Kaufverhalten und Lebensgewohnheiten schwerlich erreicht werden können. Das BVerfG hat in seinem Klimaschutz-Beschluss einen tiefgreifenden Umbau in den Raum gestellt, um den notwendigen Kurswechsel zu bewältigen.

The further development of the circular economy is a crucial component of climate protection. The primary raw material economy should become a secondary raw material economy as much as possible in order to reduce the consumption of resources and the associated CO2 emissions. Uniform product standards are to be advanced at EU level in order to keep the products in the economic cycle for longer. Both waste avoidance and recycling are to be strengthened: the former through increased reusable, return and deposit systems as well as industry agreements, the latter through further closed material cycles and the reward of recycling-friendly packaging design and the use of recycled materials. The end of waste must be more quickly in order to promote the placing on the market of quality-assured products. With this, important aspects are named which have an effect on the circular economy. However, this has to start much deeper. Furthermore, it will be difficult to achieve climate protection without fundamentally changing behavior such as product consumption, purchasing behavior and lifestyle. The Federal Constitutional Court has made a profound change in its climate protection judgment in order to cope with the necessary change of course.
