Diskussion zur Optimierung der Lärmkartierung und Lärmaktionsplanung

Die Frage, ob die zeitnahe Nutzung von Informationen über Lärmpegel, die frühzeitige Öffentlichkeitsbeteiligung am Planungsverfahren sowie die Verknüpfungsmöglichkeiten mit dem Smart City Konzept und die nachhaltige Herangehensweise zu einer Optimierung der Fünfjahresturnusmethodik der Lärmkartierung und Aktionsplanung führen können, steht im Zentrum der Diskussion dieses Beitrags. Am Beispiel Berlins wurden Verbesserungsmöglichkeiten bei der Berechnung und Kartierung sowie bei der Beteiligung der Öffentlichkeit bei der Aktionsplanung analysiert. Zeitliche Änderungen, entsprechende Nutzung von Informations- und Kommunikationstechnik sowie die Bildung einer Smart Society können einen Beitrag zur Optimierung der Lärmkartierung und Aktionsplanung leisten.

The aim of this research paper is to discuss whether the use of real time information flow (on time information) about noise levels, earlier public participation, compatibility with the Smart City concept may improve and optimize noise mapping and action planning. The improvement of the current calculation and mapping methodology and of the public participation in the noise action planning is examined based on the experience of Berlin. It concludes, that time changes, appropriate use of information and communications technologies, as well as the establishment and development of a Smart Society can all contribute to the optimization of noise mapping and action planning.
