Bodenverbrauch und Bodenspekulation

Der Artikel umreißt einige für die Gründung und Ausrichtung der Stiftung trias maßgebliche Zusammenhänge. Nach ihrem Standpunkt werden Fehlentwicklungen, wie die aktuelle Siedlungsentwicklung, die umgangssprachlich als „Bodenverbrauch“ bezeichnete Umwandlung in Siedlungs- und Verkehrsflächen, oder die anthropogenen CO2-Emissionen, zwar mit Reduktionszielen bedacht, deren Einhaltung jedoch bei „Bedarf“ offenbar beliebig in die Zukunft verschoben werden kann. Die Brisanz der Entwicklung wird durch die Verknüpfung mit dem Wohnraumbedarf dargestellt. Die Funktion und Wirkungsweise des Marktes als regulatives Element wird, anhand des Beispiels der Wohnraumverteilung, angezweifelt. Aus der praktischen Arbeit erläutert die Stiftung, dass die Sanierungsverantwortung für schädliche Bodenveränderungen und Altlasten vielfach an die neuen Eigentümer übergeht und das Verursacherprinzip nicht zur Anwendung gelangt. Zudem plädiert sie für einen verstärkten Einsatz ökologischer Baustoffe. Sie fordert eine Ausweitung der gesellschaftlichen und politischen Diskussionen zu den Themen Boden, Wohnen und Ökologie. Abschließend fordert sie die Zivilgesellschaft auf, ökologische Zielsetzungen, vorerst auch ohne die Rückendeckung aus der Politik, konsequent weiter zu verfolgen.

This article outlines relevant objectives and the focus of trias foundation. According to their postion some actual problems, like settlement development, land use for housing and transport, colloquial called „land consumption“ or anthropological CO2 emissions are sanctioned by reduction targets. That sounds good, but on the other hand, the compliance can be shifted, if needed, to any point in the future. The explosive nature of these trends is getting very clear on the example of housing needs. With the example of housing space distribution, the function and efficiency of the market as an regulative element is being questioned. The foundation explains, according to their practical experience, that the responsibility for the remediation, even of harmful soil changes and contaminated sites, can be transfered to new owners easily. The polluter pays principle isn‘t applied in many cases. Furthermore the foundation advocates for an increasing use of ecological construction materials. She demands an enlargement of the debate in socirety and politics about the topics of soil, housing and ecology. Finally trias foundation calls on civil society to achieve environmental objectives, even and provisionally without the backing of politics.
